ECT M&E Manager


 

Job Description:

Purpose and Job Context:

The Food For Education Project, otherwise known as Educating Children Together 3 (ECT3) is a USDA-funded project with the aim of improving the literacy of school-age children in grades 1-7 and increasing the use of health and dietary practices, through interventions aimed at improving the quality of literacy instruction, student attentiveness, and student and teacher attendance. The project is a follow-on from an existing Food For Education Project, seeking to build on the successes of the current project. The project operates in Muecate and Nacaroa districts, in Nampula Province, north-eastern Mozambique.

 

The purpose of the ECT Project Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager position is to provide overall leadership to project performance monitoring in line with the targets established in the project agreement. This includes establishing M+E systems, designing data collection tools, and developing an indicator database to provide timely information regarding project status, as well as compiling and analyzing project data for reporting purposes.

 

Key Outputs/Responsibilities

M+E Systems and Standards: Develop a monitoring and evaluation system capable of handling the data needs of the project in line with WV and donor standards:

 

  • Identify the various data needs of different stakeholders – donor, WV, government, communities; a document which data is needed by which groups and the frequency of this.
  • Design an M+E system to meet these needs, identifying which data is to be collected, by whom and when; ensure data integrity standards are incorporated within this; update the system based on best practices available.
  • Manage the M+E system such that data is regularly kept up to date and can be provided to stakeholders as necessary.

Data Collection

Develop and introduce appropriate data collection methodologies for the project:

  • Work with M+E staff to identify the most appropriate method of collecting different kinds of data.
  • Develop tools and guidelines for each piece of data collection, including discussion guides, interview checklists, and quality standards; ensure that tools are adapted to the various levels of usage e.g. community, facility, and management.
  • Provide training to staff to ensure that these tools can be effectively utilized.
  • Conduct monitoring of the data collection process; provide immediate feedback on the usage of tools to ensure they are used correctly; update training materials such that they are more effective in the future.

 

Capacity Building

Ensure that project staff has the necessary M+E capabilities to effectively implement the project.

  • Conduct an M+E capacity assessment for M+E staff, field staff, and staff of WV’s sub-grantee
  • Identify capacity gaps for these three groups and develop plans for addressing these capacity gaps.
  • Implement capacity-building approaches, including the provision of study guides, on-the-job coaching, and formal training.

 

Monitoring and Reporting

Manage the collation, input, analysis, and usage of M+E data, for tracking project progress and improving performance:

  • Plan a schedule of data collection, using the tools that have been developed
  • Receive, review and verify data provided by M+E Officers, checking for validity and integrity
  • Enter data into the M+E system, and generate reports regarding progress.
  • Analyze reports and highlight successes and challenges in terms of performance.
  • Provide indicator tracking tables and other reports as needed for monthly performance review meetings, and for 6 monthly reports to the donor.

 

Planning, Review, and Evaluation

Ensure monitoring data is used for improving project performance:

  • Lead the annual planning process to develop the annual detailed implementation plan.
  • Conduct quarterly review meetings in which performance data is reviewed and used to update plans and targets.
  • Ensure that findings of review meetings are fed back into the annual planning process to constantly seek improvements.
  • Lead the evaluation process, preparing the Terms of Reference and acting as the key point of contact for the contracted evaluation consultants.

 

General

Education and Knowledge

  • Bachelor’s degree in a relevant area e.g. development, social sciences, statistics.
  • Strong knowledge of monitoring and evaluation systems and processes.

 

Experience

  • 5 years of relevant experience working in monitoring and evaluation.
  • Experience of working in US government grants is preferred.

 

Skills/Abilities

  • Strong planning and organizational skills
  • Strong data management and data analysis skills, and skills with statistical software such as SPSS
  • Ability to develop tools, based on best practices and ability to train others.
  • Excellent written and oral communication skills in both Portuguese and English.
  • Computer skills in Microsoft Word and Excel, or other similar software
