Health & Nutrition Technical Manager



 Key Responsibilities:

Education and Knowledge

  • University degree in Health & Nutrition or related subject combined with relevant work experience in Health & Nutrition sector. Advanced degree (Masters) degree in any of these subjects is a strong advantage.

 

 

Experience

  • 5+ years of experience in Health & Nutrition programme management and Health & Nutrition technical leadership, including management of a diverse technical programme portfolio
  • Proven experience in project design, implementation, monitoring and evaluation, technical quality assurance and report writing
  • Proven experience in community development work with a thorough understanding of sustainable development and community-level interventions
  • Experience with donors engagement, grant acquisition and implementation, and proposal writing is essential
  • A proven track record in Health & Nutrition related policy advocacy is preferred

  • Strong presentation skills and ability to communicate in Portuguese and English orally and in writing.
  • Strong facilitation, supervision and capacity building skills
  • Technical skills, including familiarity with WV Health & Nutrition approaches and experience in building staff capacity implement those models. Ability to train a diverse audience such as WV staff, church and community leaders, as well as partners, using inclusive and participative methods
  • Ability to work independently and work under pressure
  • Enthusiastic and self-motivated. Good interpersonal skills and cross-cultural sensitivity
  • Capacity and interest to travel to the districts on a regular basis – 30% essential travel
  • Strong budget and financial management skills
  • Must be able to communicate and work effectively with donors, government representatives, Support Offices and partner organizations
  • Must be a committed Christian, able to stand above denominational diversities and model WV Mozambique leadership behaviors and guiding principles

Key Outputs/Responsibilities

(Accountabilities and results)

Technical Programme (TP) Development and Management:

  • Lead design/Revision of Health & Nutrition Technical Programme using approved global guidelines and quality standards, collaborating with SAR, TSO and SST through to TP approval
  • Contribute Health & Nutrition technical content to integrated Technical Programme development, as required
  • Develop Community Engagement Technical Package for district teams (including: national and district sector threshold data, simplified TP and translated log frame), support contextualisation process and review and finalise contextualised logframes in coordination with district teams.
  • Review districts (re)design documents including but not limited to Heath & Nutrition project ITT, DIP and multi-year budgets.
  • Developing national level TP targets, in collaboration with DM&E
  • Upload approved TP log frame into Horizon
  • Prepare staff for implementation of new /revised TPs, including preparation of implementation guidelines and developing and delivering training packages to frontline staff.
  • Support AP target setting and review/approval of annual plans and budgets in line with approved TP
  • Monthly review of TP ATTs and expenditure reports to monitor implementation, identifying and addressing issues where needed
  • Review annual Carryforward data for TPs, identifying issues and lessons learned with TCs and district teams, and working with TCs to revise annual plans based on C/F impact.
  • Review and approve mid-year budget and plan revisions for submission on Horizon
  • Review and technically approve AP annual and semi-annual reports
  • Conduct programme monitoring and technical support visits twice per quarter, providing training, observing field work, giving technical guidance, monitoring RC participation and quality assuring implementation of core project models.

 

Technical Leadership:

  • Provide overall National Office technical leadership for Health & Nutrition, including participating in the Crisis Technical Team as required, serving as focal point for regional and global sectoral initiatives on behalf of WV Mozambique, coordinating Health & Nutrition participation in HEA clusters across the country, and providing technical support to other departments as required.
  • Contribute specialist technical knowledge to strategy design, implementation and review processes – including leading sectoral external landscaping, developing strategic ToC for sectoral area, contributing to Country Strategy Implementation Plan (CSIP) Development  and  participate in annual strategy review process as required.
  • Lead sectoral contribution and technical analysis in national level vulnerability mapping process

 

Impact, Evidence and Learning:

  • Prepare Health & Nutrition annual TP report, communicating the impact and learning generated by TP implementation, for circulation with WV Moz, SARO, SST and the wider partnership.
  • Contribute to TP Baseline and Evaluation processes, including reviewing the design to ensure that all relevant technical indicators are incorporated.
  • Establish regular flow of technical information from all programmes and funding streams (GAM, PNS and Spon), in order to achieve a comprehensive understanding of the impact, evidence and learning of Health & Nutrition across the national programme portfolio (including all funding streams).
  • Receive and compile impact data for key indicators across all programmes and funding streams, ensuring quality sector data is included in the National Programme Impact Dashboard
  • Work with DM&E to review and assure quality of sector data included in the SLT Internal Strategy Monitoring Tool
  • Review and analyse RC monitoring data, in order to understand issues affecting vulnerable children, to inform programming and to support field teams in identifying and responding to specific CWB issues.
  • Regularly communicating key sectoral achievements through different channels to different audiences, including developing and sharing technical briefs, capacity statements, short emails updates and success stories etc.
  • Identifying and sharing Health & Nutrition sector “best practice” from across the national programme portfolio
  • Review and quality assure monthly ATT data, identifying and addressing any issues in data quality

 

New Programme Design and Funding Acquisition:

  • Lead technical input to grant proposal development process, ensuring technical support is available throughout proposal design (including liaison with other technical staff to participate as needed, in order to assure consistent level of ongoing technical support).
  • Lead development of all Health & Nutrition related PNS project designs, including coordination of design working group, developing budget with finance and submission of proposals and concept notes.
  • Provide support to DM&E team on AP Assessment and Design processes
  • Proactively seek new PNS opportunities in relation to Health & Nutrition, identifying and engaging donors, developing a PNS acquisition plan, proactively drafting and sharing concept notes to reflect Health & Nutrition needs identified across programme areas.

 

PNS Project Management:

  • Prepare field staff for implementation of PNS project, including start up workshop (virtual or face to face)
  • Monthly review of PNS ATTs and expenditure reports to monitor implementation, identifying and addressing issues where needed
  • Review annual Carryforward data for PNS, identifying issues and lessons learned with district teams, and to revise annual plans based on C/F impact.
  • Review and approve PNS reports, assuring quality and compliance with donor guidelines
  • Coordinate with District Team and National Operations Manager on preparing No Cost Extension request, if required.

 

Advocacy and External Engagement:

  • Proactively represent WV Mozambique in external forums – sharing impact, evidence and learning in relation to Health & Nutrition, from across the national portfolio of Health & Nutrition programming.
  • Actively participate in HEA clusters at NO level, ensuring that all meetings are attended either directly or by someone representing Health & Nutrition, at national and provincial levels.
  • Work with the communications team to provide technical content for external publications and participate in media interviews as required.
  • Analyse Health & Nutrition related CVA findings, review national policy standards against actuals and, with support from Advocacy and External Engagement Team, develop a Health & Nutrition sector advocacy plan – identifying key advocacy goals and audiences to be influenced and outlining concrete steps to be taken to pursue advocacy goals each FY.
  • Support GAM team in engaging new and existing donors, this could include presenting on WV Moz’s Health & Nutrition approaches and impact, developing and sharing donor friendly material (including technical briefs and capacity statements), and liaising with technical teams from donors to discuss WV’s Health & Nutrition experience and aims.
  • Proactively seek to engage new and existing PNS donors interested in funding Health & Nutrition programmes, either directly in Mozambique, in coordination with GAM, or via the relevant SOs internationally.
  • Ensure strong relationships with relevant government departments at national and provincial level, working in coordination with relevant WV Moz teams to assure that WV Moz is represented in appropriate technical discussions, meetings and forums at local, provincial and national levels.
  • Actively participating in all relevant sector forums and networks, including peer agencies, to optimise WV’s learning from others, strengthen partnerships and build WV’s credibility and reputation in relation to Health & Nutrition

 

People Management:

  • Technical Management of District Health & Nutrition Technical Coordinator (TCs), including technical supervision and support, contributing to annual performance agreements/reviews, and actively coordinating with District Managers to agree and monitor TC’s monthly work plans.
  • Holding monthly meetings with TCs across the districts to review progress against plans, provide technical coaching, share good practice and support technical skills development.
  • Hold quarterly technical review meetings with all Health & Nutrition technical staff in WV Moz (across all provinces, programmes and funding streams) to facilitate information sharing, coordination and professional development.
  • Coordinate with technical personnel and their line managers to ensure Health & Nutrition technical support to all areas of WV’s work – including GAM support, cluster meetings, sector networks and relationships with Health & Nutrition government teams at National, provincial and local levels.
