Johanniter International Assistance is recruiting a HR Officer (m/f), to be based in Pemba, Mozambique.

  • Johanniter-Unfall-Hilfe e.V. is a German non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and so-cial field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assis-tance is the operational unit for humanitarian aid, development co-operation and emergency relief, imple-menting and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.   • The HR Officer will work closely with the Head of Mission in reviewing and following up on human re-sources issues in the Country Office and ensure that guidelines are being adhered to across all Johanniter Projects in Mozambique. This role will include the revision of documentation and books, safekeeping of all HR files, as well as budget planning and expenditure follow-up related to HR
Duties
HR
  • Lead the recruitment of various positions including: preparing and publishing vacancy announcements, short listing candidates, organizing interviews and being responsible for documenting the process cre-ation of the recruitment file; the focus is on ensuring a transparent and fair recruitment process
  • Coordinate national employment and service contracts and ensure that they comply with JIA rules and Mozambican Labor Law
  • Maintain a clear record of staff leave days/absences, benefits (per diem), overtimes, etc. by closely coordinating with finance and program departments, as well as prepare and implement payroll
  • Maintain personnel files and ensure that they are complete and auditable
  • Introduce new staff members to the JIA procedures, regulations and SOPs
  • Maintain an open communication channel with staff on JIA rules and regulations, staff satisfaction and provide feedback to the Senior Management
  • Assist in staff appraisals, and develop inner-organizational career plans
  • Prepare and implement national staff policies
  • Follow up on Mozambican legislation concerning labor law, staff compensation and benefits as well as Mozambican accounting rules, and identify needs for internal readjustments
  • Liaison with Mozambican governmental bodies and iNGO community in Mozambique on HR issues
  • Responsible for setup, maintenance and update of payroll for all National Staff as well people on ser-vice contracts
  • Maintain the assignment of International Staff and support budgeting for new projects
  • Responsible for training of new HR Assistances.
  • Coordinate and follow-up on visa and work-permits for all expat staff
  • Report immediately if any irregularity or signs of irregularities occur (fraud, corruption, etc.)
  • Assist in preparation of internal and external audits
  • Assist in preparation of donor reports
  • Prevent and report any financial and operational loss
Administration
  • Assist in all administration requirements for Pemba Office
  • Ensure safekeeping and storage of all administration documents
  • Administration and safekeeping of all office supplies
  • Any other duties assigned by the Head of Mission
Requisites
  • University degree (Masters would be an advantage) in Human Resources, Business Administration, Social Studies or relevant field
  • At least 3 years of experience in HR & administration
  • Previous working experience in the field of humanitarian aid/development cooperation is a strong as-set
  • Experience and knowledge of compliance requirements working with institutional donors
  • Strong organizational, planning and analytical skills
  • Knowledge of HR guidelines of donor organizations (such as USAID, ECHO, GFFO, BMZ or similar)
  • Expertise in Mozambican Labor Law and Social Security Regulations
  • Strong control of Microsoft Word, Excel and Accounting software
  • Fluency in Portuguese with excellent verbal and written communication skills
  • Fluency in English will be a strong asset
  • Proven ability to work independently and as part of an international team
