iDE is a global development organization that advances market-based approaches in agriculture; access to finance; and water, sanitation, and hygiene (WASH) to create income and livelihood opportunities for economically and socially disadvantaged households. With offices in 12 countries around the world iDE began operations in Mozambique in January 2010 with the goal of improving the income and livelihood opportunities of the rural poor and uses an integrated, value-chain development approach to implement agricultural development initiatives that increase productivity and income for smallholder farmers.

ABOUT:

DE is recruiting an Human Resources Manager for an anticipated USAID-funded activity in northern Mozambique focused on improving resilience and healthy ecosystems in coastal regions south of Pemba and north of Maganja da Costa. Particular areas of focus include: (1) Conserve coastal and marine ecosystems and important fish habitats to support improved climate resilience, fisheries management, food security, sustainable livelihoods, and the conservation of high biodiversity areas, (2) Expand diversified, equitable economic growth in the face of climate change to create real, significant employment and livelihood opportunities, particularly for youth and women, to benefit the entire community, (3) Support youth as leaders and change agents, to collaborate with government, civil society, and the private sector to sustainably manage natural resources and more equitably adapt, mitigate, and respond to shocks and stresses.

 

DUTIES AND RESPONSIBILITIES:

  • Enhances the organization’s human resources by implementing, and evaluating employee relations and human resources policies, programs, and practices;
  • Responsible for the full spectrum of daily HR operations including recruitment, such as conducting interviews and coordinating interviews for hiring managers;
  • Maintain the work structure by updating job requirements and job descriptions for all positions;
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors;
  • Implementation of all safety measures required to combat Covid-19 and its monitoring;
  • Implement overall Human Resource (HR) processes, procedures, and policies to ensure legal compliance with statutory employment and related laws and regulations;
  • Conduct annual employee appraisals and make relevant suggestions to the management;
  • Assist expatriates on work permit applications, renewals and cancellations;
  • Assist with handling employee relations, grievances and other HR-related duties;
  • Observe, review and suggest best practices for administrative workflows and office management for greater efficiency at the workplace;
  • Responsible for the maintenance of workplace functionality, safety and cleanliness;
  • Act as a point of contact concerning labor legislation issues for the local Labor and Social Security;
  • Provide general office administrative support, including but not limited to involvement in setting up of meeting rooms, replenishing stock for stationery and pantry refreshment, as well as booking of air tickets and hotels as and when necessary; and
  • Other specific duties as assigned.

GENERAL REQUIREMENTS

  • Bachelor’s degree in Human Resources, Management, Law or related areas;
  • Minimum of 5 years of proven experience in the area of human resources and administration management;
  • Experience in the resolution of labor conflicts and disciplinary procedures;
  • Knowledge of Mozambican labor laws, social security and work permit regulations;
  • Ability to effectively communicate and work collaboratively with remote partners and staff
  • Entrepreneurial and results-oriented, with experience working in fast-paced dynamic teams.
  • Ability to manage simultaneous activities; proven ability to meet deadlines.
  • Superior written and verbal communication skills; cross-cultural communication skills required.
  • Strong team skills: able to work collaboratively with Senior iDE Mozambique and HQ staff, consultants, donors, local governmental agencies, and other experts in a multicultural, multilingual environment.
  • Computer proficiency in MS Office Suite and Google’s G-Suite is required.

 

PHYSICAL & LANGUAGE SKILLS

  • Excellent verbal and written communication skills in Portuguese and English;
  • Ability to work effectively under pressure;
  • Possess a high level of responsibility and leadership qualities as well as good interpersonal and communication skills with a service mind
