ABOUT iDE

iDE is a global development organization that advances market-based approaches in agriculture; access to finance; and water, sanitation, and hygiene (WASH) to create income and livelihood opportunities for economically and socially disadvantaged households. With offices in 12 countries around the world iDE began operations in Mozambique in January 2010 with the goal of improving the income and livelihood opportunities of the rural poor and uses an integrated, value-chain development approach to implement agricultural development initiatives that increase productivity and income for smallholder farmers.

The OPPORTUNITY:

iDE is seeking applications from qualified candidates for Monitoring Evaluation and Learning Director for the USAID Resilient Coastal Communities (RCC) project. This project will improve resilience and healthy ecosystems in Mozambican coastal regions south of Pemba and north of Maganja da Costa. Particular areas of focus include: (1) Conserve coastal and marine ecosystems and important fish habitats to support improved climate resilience, fisheries management, food security, sustainable livelihoods, and the conservation of high biodiversity areas. (2) Expand diversified, equitable economic growth in the face of climate change to create real, significant
employment and livelihood opportunities, particularly for youth and women, to benefit the entire community. (3) Support youth, as leaders and change agents, to collaborate with government, civil society, and the private sector to sustainably manage natural resources and more equitably adapt, mitigate and respond to shocks and stresses.

 

KEY RESPONSIBILITIES:

  • Lead all activities in monitoring, evaluation and program learning, ensuring measurable outcomes.
  • Design, implement, and oversee the project’s MEL plan (consistent with USAID policies and frameworks), including development of indicators and data collection instruments, setting targets, monitoring progress, ensuring timely data collection, monitoring quality and completeness of data sets, and preparing reports to document project performance against output and outcome indicators.
  • Support the design and implementation of systems that enable effective data capture and information sharing to inform decisions for RCC consortium.
  • Develop and oversee a Collaborating, Learning, and Adapting (CLA) plan, outlining activities around stakeholder engagement, identifying and addressing knowledge gaps, fostering adaptive management, and sharing and applying new learning.
  • Manage and coordinate iDE and partners’s MEL team/representatives.
  • Facilitate coordination and collaboration across M&E, technical, and finance teams.
  • Build the capacity of various stakeholders in the collection, utilization, and dissemination of data.

1. DESIGN & PLANNING

  • Develop MRM manual for the project with support from Global E&A
    • Lead in the development of results chains before implementation
    • Ensure that Measurement Plan is compliant with DCED standards before interventions are executed
  • Lead the development of impact evaluation of project interventions, and design surveys or other instruments which will produce data for management decision-making
  • Work with intervention leads and field teams to review and revise results chains, indicators, and results in measurement plans
  • Develop a framework in collaboration with intervention leads to measure market constraints and systemic changes due to RCC interventions
  • Lead capacity building of the RCC program team in study design, tool development, data collection, data collection supervision, data analysis, data quality control, data quality audits, and reporting
  • Be the RCC focal person for scoping of ICT requirements for institutional information system development
  • Maintain close relationships with different units of iDE regarding monitoring, evaluation, learning and research
  • Adapt the CLA framework to the RCC context to enable generating and capturing of knowledge to foster adaptive management with support from Global KM Manager

2. MONITORING & EVALUATION

  • Monitor the timely execution of RCC’s Monitoring and Results Measurement (MRM) Plans in compliance with DCED Standards
  • Monitor the achievement of project outputs and results (outcomes) as per the program’s MRM manual
  • Report on Monitoring and Results Measurement (on impact/outcome level), Key Performance Indicators (KPI), and Management Dashboards of the assigned projects on a regular basis
  • Lead capacity building of the program team on understanding project results and incorporating the M&E system into adaptive management within the project team and among institutional stakeholders
  • Lead development of study/assessment plans, data collection, and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines for RCC
  • Assure quality of MEL plans & activities of subgrantees to enable successful implementation of project MEL plan
  • Design and implement an impact evaluation to assess RCC’s impact on iDE and other partners key performance indicators, and project objectives and broader goals.

3. DATA COLLECTION & ANALYSIS

  • Conduct and facilitate assessments/studies as per program requirements (subsector studies, quarterly assessments, annual surveys, case studies, etc.)
  • Coordinate data analysis and report writing/editing
  • Provide results measurement data with analyses and interpretation
  • Conduct periodic quality assessment on data sets produced by the field implementation team
  • Lead on implementation of the Market System Resilience Index with support from Global E&A and iDE Mozambique M&E team
  • Prepare and submit reports to CoP/DCoP, USAID, and institutional E&A unit as per project mandate.

4. LEARNING, REPORTING & DOCUMENTATION

  • Lead after action reviews, pause and reflect sessions for internal learning and adaptation of programming
  • Guide the documentation of lessons learned across the team to ensure systematic capture for usage in implementation
  • Prepare periodic MRM reports, as per MRM manual
  • Produce reports on results, including analyses and interpretation, to be incorporated in RCC reports
  • Develop and document case studies, success stories, and other relevant documentation as required
  • Ensure high-quality program documentation

OTHER RESPONSIBILITIES

  • Support execution of MRM tasks assigned by iDE Evidence and Analysis (E&A) unit, and provide relevant MRM information to them as required
  • Organize and facilitate quarterly MRM review and planning and sharing session with the project team or other iDE leadership teams as requested
  • Coordinate with iDE HQ regarding developing MRM framework and indicators, and for internal and external evaluations
  • Maintain close contact and communication with CoP, institutional support team, and implementing partners to support project planning, strategy formulation, and quality implementation
  • Maintain the use of online platforms for sharing reports, documents, and data
  • Represent iDE at external events and meetings as agreed with the supervisor
  • Undertake any additional tasks according to individual’s workload and skill set, such as meetings, training, and evaluations
  • Fulfill RCC MEL-related requests made by iDE teams and/or iDE partners.

 

EDUCATION

  • Masters Degree in Economic, Business, Statistics, Social Sciences, Development Studies, or other relevant disciplines

WORK EXPERIENCE

  • Minimum 5 years of experience in Monitoring and Results Measurement/ M&E in rural development projects
  • Clear understanding of USAID FtF indicators, data compliances, and DQA.
  • Demonstrated understanding of gender and social inclusion and related measurement strategies, and development programming and implementation
  • Proven experience with market development approaches including Making Markets Work for the Poor (M4P) and value chain development, and with monitoring methodologies such as the Donor Committee for Enterprise Development (DCED) Standard for Results Measurement (practical experience mandatory)
  • Ability to use standard software for data management/analysis such as R; skills using STATA and other advanced software for data analysis and visualization will be an added advantage

 

MANAGEMENT & PROGRAMMATIC SKILLS

  • Proven experience working on bilateral donor agency-funded programs (mandatory)
  • Experience working with the private sector, understanding trading relationships, and an ability to apply this experience in development initiatives
  • Experience leading MEL activities in a consortium setting with other implementing partners
  • Ability to guide and supervise MEL officers for day-to-day MEL activities
  • Ability to cohesively work with various team members of development partners, and the flexibility to adapt to different work conditions
  • Undertake any new tools development and piloting task assigned by PM and Working Group
