The Management Sciences for Health (MSH) is hiring a Senior Technical Advisor, IPC and MSC, for Maputo.

Description

The Senior Technical Advisor (STA) for Infection prevention and control (IPC) & multisectoral coordination (MSC) will provide management support and technical assistance for the design and implementation of country interventions related to Global Health Security Agenda /Antimicrobial Resistance (GHSA/AMR) working independently or as part of the country MSH or MTaPS team and liaising with subject matter experts at the home office. The STA-IPC & MSC will also provide support to the MTaPS CPD, advise the portfolio manager at the head office and the technical lead of GHSA/AMR portfolio; and will work with the MTaPS Technical Strategy Lead and other senior technical staff assigned to specific activities to ensure that the work is of the highest quality.

Responsibilities

Specific Responsibilities

Capacity Building (50%)

  • Support the establishment/strengthening of antimicrobial programs at the national and subnational levels with all its core elements;
  • Build the technical capabilities of ANARME staff in coordinating multisectoral efforts to contain AMR and the DNAM in specific areas of infection prevention and control (IPC) to ensure the sustainability of gains from interventions;
  • Support ANARME in coordinating AMR activities with other project activities and stakeholders including those on the One Health (OH) Platform to ensure harmonization and collaboration to enhance synergy and avoid redundancy;
  • Assist ANARME to design and/or review policies, standards, guidelines, procedures, and other relevant materials related to all areas of AMR including IPC, AMS and MSC as well as pharmaceutical services, regulation, and governance relevant to AMR;
  • Collaborate with stakeholders in the development, deployment, and implementation of appropriate tools necessary to improve, IPC, AMS, and pharmaceutical services, including the rational use of antimicrobials;
  • Collaborate with partners to enhance ANARME’s capability in the management of patient related information systems, such as management of reports on adherence to IPC standards and antimicrobial prescribing guidelines, and use the information for decision making;
  • Coach and mentor ANARME staff with the aim to transfer knowledge and skills in AMR related operations so that ANARME will ultimately own and sustain work in this area.

Technical Support (40%)

  • Provide technical assistance to DNAM to strengthen programs and systems with special focus on prevention and control of healthcare associated infections;
  • Provide technical assistance to DNAM and the Department of Hospital Therapeutics (DTH), formerly DFH, to support the design and implementation of country interventions to contain antimicrobial resistance by improving IPC, WASH, and AMS practices at the facility level as outlined in WHO JEE framework, GHSA/USAID AMR strategy and the country’s national action plan on AMR;
  • Facilitate the planning, organization, and conducting of trainings on AMR and pharmaceutical management technical areas for health professionals, with a special focus on IPC core components and standard guidelines;
  • Assist ANARME to hold regular AMR TWG coordination meetings to review;
  • progress on completion of WHO benchmark actions by all stakeholders, and to actively participate in the review of GHSA work under the One Health umbrella.

Monitoring and Evaluation (10%)

  • In coordination with the MTaPS team, support ANARME to establish a mechanism for collecting relevant data using approved indicators, participate in program review activities and provide timely recommendations;
  • Support MISAU to conduct repeat assessments to evaluate the strengths of the IPC programs in the country at the national and facility levels, and to develop strategies to continuously build capacity using continued quality improvement (CQI) interventions;
  • Support ANARME in the dissemination of program results and lessons learned, including the development and submission of abstracts and articles to scientific journals and conferences.

Education

Required: Post graduate degree in public health with specialized training and/or experience related to GHSA elements such as AMR multisectoral coordination (MSC), infection prevention and control (IPC), and water, sanitation, and hygiene (WASH).

Preferred: Pharmacist, Physician, Senior Nurse, or Public health qualification preferred.

Experience

Required:

  • Seven (7) years of relevant experience in pharmaceutical management (PM) and pharmaceutical systems development in a country context, including experience in the areas of AMR containment, such as AMR MSC and infection prevention and control (IPC), and/or other public health areas;
  • Experience in other areas of AMR containment such as AMS and WASH is highly desirable, preferably including IPC/WASH at health facility level;
  • Experience in international public health with a focus on strengthening health and/or pharmaceutical systems in developing countries is an advantage;

Preferred:

  • Field experience with public health programs in Mozambique or a developing country context supported by bilateral agencies such as USAID, CDC, and international agencies such as the Global Fund, UNITAID, WHO and World Bank preferred;
  • Experience working within the Mozambique health system at national and/or decentralized level.

Knowledge and Skills

  • Proficiency in English and Portuguese are required; proficiency in languages of other USAID-supported countries is an asset;
  • Excellent writing and presentation skills in English are essential;
  • Strong computer skills; Excel, MS Word, MS Project, PowerPoint;
  • Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
