HSSE Coordinator

 


Puma Energy is hiring a HSSE Coordinator, based in Matola.

Main Purpose

This position reports to the Terminal Manager and is part of the Matola Operations team. The HSSE Co-coordinator is responsible for promoting HSE awareness to ensure storage facilities operate in a manner that promotes safety, reliability and compliance. He/she is responsible for the complete coordination of all HSE activities throughout Matola storage facilities. This includes conducting assurance audits to demonstrate conformance with SAPS, ISO 9001&14001 providing on-the-job operations training for operations staff

Key Responsibilities

  • He/she is responsible for coordinating induction for the Terminal;
  • Champions the implementation and embedment of SAPS (System to Administer the Process of Safety) and ISO at the Terminal;
  • The HSSE Coordinator facilitates the implementation of Puma Energy Group and Legislated HSE standards;
  • at all Matola sites and agencies;
  • The HSSE Coordinator manages the annual Task Observation Program for the Terminal;
  • He/she monitors these records regularly to ensure that these are kept current;
  • The HSSE Coordinator monitors the Personal Protective Equipment (PPE) initiative at all Matola facilities;
  • He/she ensures that correct and appropriate PPE is in place;
  • He/she is responsible for compilation of Safety meeting minutes, analysis and review with Terminal Manager& HSE Manager;
  • He/she is responsible for planning, execution and recording of Emergency Exercises at all Matola sites;
  • Assist with the investigations for all accidents and near-misses, prepare reports of findings, including recommendations to prevent recurrence and implement approved course of action;
  • Maintain near misses, incidents and accident statistics, analyse trends and track closing out of RCA actions by the relevant action owners;
  • He/she will be responsible in ensuring that Security Audits & procedures are in place at all times;
  • He/she will assist the Terminal Manager in the coordination of annual medical testing;
  • He/she will ensure implementation and annual review/self audit of all HSE Agenda items i.e. SAPS, ISO, OEetc. at all the storage facilities in Matola;
  • He/she assists the Terminal Manager in conducting a risk assessment on all Matola site specific tasks and defines Critical Tasks for each site;
  • HSSE Coordinator assists the Terminal Manager in drawing up sites specific task inventory and site specific task breakdowns;
  • HSSE Coordinator assists the Terminal Managers to review Site specific task Breakdowns annually;
  • The HSSE Coordinator trains the Terminal Staff and Agency staff according to the required site specific Task Breakdowns that are relevant to those specific roles;
  • The HSSE Coordinator identifies training needs (gaps) for ALL Terminal staff and then develops Training Programs to suit these specific needs;
  • He/She gets involved in drawing annual training and HSE budgets and their monitoring;
  • Develop, and implement an annual work schedule that details when; SAPS audits will be undertaken at the various depots/terminals, safety committee meetings will take place, and trainings will be attended, delivery of HSE projects will be, etc;
  • Agree audit schedule with Terminal & HSE Manager before finalising schedule;
  • Discuss and ensure Terminal staff understand the scope and object of the Audit Protocol and implications for non compliance (as per hazard classification);
  • Ensure the Terminal Manager align/commit to the audit report before it is circulated widely;
  • He/she will give HSE support to other business functions like retail, B2B etc. when required;
  • Perform other HSSE and related administrative activities as directed by the Line manager.

Requirements

Education

  • Technical or business administration tertiary qualification.

Experience

  • Possess a sound knowledge and on the job experience in Oil Depot operation;
  • The HSSE Coordinator must have had a minimum of 2 years experience working in an HSSE role or related field;
  • Work experience in a technical field, including operations work, is an added advantage;
  • Valid driver’s license or international equivalent is primary.

  • English (written and spoken).
