The Action Contre La Faim is hiring a Humanitarian Access and Security Officer.
Specific Objectives (Not Complete)
- Assist and advise the Field Coordinator;
- Participate and advise on the management of the security of people and assets for ACF humanitarian programming;
- Ensure communication between communities/partners and the organization on security issues;
- Carry out trainings, field assessments and safety audit missions.
Objective 1: External Liaison
Activities:
- Assist the Field Coordinator and/or Security & Access HoD for translation during meetings (internal/external);
- Act as key focal point for interactions with local authorities;
- Support on relevant documentation;
- Proactively and autonomously reach out to external contacts;
- Ensure communication with external interlocutors during field visits;
- Participate in incident managements as they arise.
Objective 2 : Minimum Operational Safety & Security Standards
Activities:
- Ensuring proper application of security measures, particularly with regard to field movements;
- Supervise movement follow up with Radio Operator or similar position;
- Coordinate purchase requisitions and interventions with the Logistics Department regarding base security requirements;
- Ensure training of teams and base liaison officers;
- Ensure that safety procedures relating to the movement of persons are properly observed;
- Participate in the implementation of the security plans;
- Track and maintain security equipment on the base;
- Participate in the budgeting process of the project cycle management.
Objective 3 : Context Analysis & Field Assessments
Activities:
- Collect continuously information on all aspects of security (notably through media monitoring) and consolidate the incidents database;
- Report incidents as they arise;
- Use available information to advise on the security of ACF operations;
- Establish all necessary contacts, build up and maintain a network comprised of various actors in order to retain an up to date context understanding;
- Participate in and/or conduct safety assessments prior to team deployment to new field areas.
Objective 4: Briefings and Trainings
Activities:
- Participate to and eventually lead security, safety and access trainings for staff on base;
- Give weekly security briefings to all staff and management as per requests;
- Brief new employees and visitors on security rules;
- Participate in the monitoring and evaluation of the dissemination and enforcement of security rules.
Objective 5: Crisis Management
Activities:
- Participate to a crisis management team and to critical incidents management;
- Participate and lead business continuity with base personnel in case of hibernation, evacuation and relocation;
- Coordinate and facilitate medical evacuations in coordination with Coordination Office and external providers.
Skills Required
Diploma/ Education level:
- Postgraduate degree and/or solid professional experience in positions of responsibility.
Required skills:
- Understanding of the context of intervention;
- Analytical skills;
- Good physical condition;
- Ability to analyse a situation and to demonstrate authority;
- Rigour;
- Integrity;
- Knowledge of local languages (Emakua, Shimakonde, Kiswahili);
- Mobility required;
- Availability: immediatly;
- Special conditions: Knowledge of the local context.
Benefits
- Remuneration: 986,580.00 Mtn (Gross Annual Income) and 13th Month paid in December (prorata depending on the starting date);
