The ChildFund International is hiring a MEL Officer.

Summary

Under the direct supervision of the Project Coordinator, the Monitoring and Evaluation Learning (MEL) Officer will support the project team with technical oversight and direction on all monitoring and evaluation needs across implementing areas. S/he will support in ensuring quality assurance of design activities, development of evaluation
plans including research instruments, ethical considerations, and analysis procedures in consultation with the donor and identified external consultants. While the role is expected to be based in Nampula, the position is remote but may require travels domestically to the communities depending on the project’s needs and the state of the pandemic.

Duties/Responsibilities may include

Project design and implementation

  • Support Project and implement partner staff in conducting government and community consultations to foster strategic collaboration.
  • Conduct data analysis and document key findings from stakeholder validation workshops.
  • Provide support in the preparation and review of internal project reports i.e. Activity reports, Monthly Monitoring reports, and evaluation and impact assessment reports.
  • Support the development of project implementation plan and budget.
  • Monitor the status and progress of Project planning based on the performance measurement table.
  • Lead the development of Terms of References for baseline and evaluation studies and act as a contact person in working with Research consultants.
  • Conduct Data Quality Audits to ensure that data is submitted from the field is of high quality for accurate reporting.
  • Develop and administer the Organisation Capacity Assessment Tool to assess partner capacity.
  • Work in close collaboration with ChildFund Mozambique MEL Manager in ensuring that Data.

Partnership building and networking

  • Support the external consultants in the assessment of existing and potential new implementing partners’ capacity to deliver Nurturing Care project initiatives.

Knowledge Management and Learning

  • Participate in monthly project meetings with the donor or any other meetings to provide updates on the implementation of planning phase activities.
  • Work with the project and local partner teams in the documentation of processes, and lessons learned to ensure evidence-based decision-making by teams for the implementation phase.

Qualifications

  • A Bachelor’s Degree in Development, Project Management, Community Development, Monitoring and Evaluation, Statistics, or Social Sciences.
  • A minimum of 3 years of direct, “hands-on” working experience in building and operating monitoring, and evaluating projects/programs.
  • Understanding of Program and M&E methodologies and standards.
  • Knowledge and using statistical software such as PSS and STATA.
  • Demonstrated success in designing, monitoring, and evaluating donor programs.
  • Knowledge of and experience with statistical data design and analysis and supporting software.
  • Skills in quantitative and qualitative data analysis, data management and the presentation of results through the development of high-quality dashboards.
  • Knowledge of and experience with data science & analytics software; is expected.
  • Readiness and ability to analyze, understand and take into account different cultural contexts while effectively communicating and clearly articulating expectations.
  • Fluency in Portuguese and English.
  • Experience working knowledge of SPSS, and Advanced Excel. Access databases is an advantage.
  • Experience in designing tools through mobile data applications such as CommCare, KOBO Collect, ODK, and integrating with dashboards e.g. PowerBi and information systems.
  • Able to take initiative and exercise sound judgment.
  • Ability to manage multiple tasks in an effective, proactive and timely manner.

Desirable

  • Familiarity with project cycle management, monitoring and evaluation.
  • Organized and able to manage own time under guidance and direction from line-manager.
  • Experience supporting multi-country initiatives.
  • Strong interpersonal and self-awareness skills.
  • Ability and willingness to undertake extensive travel in the country.
  • Well-developed conceptual, critical, analytical thinking and planning skills.
  • Ability to take initiative, drive to achieve results, ability to develop effective organizations.
