In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane, Zambezia, Nampula and Cabo Delgado. These projects are programmed along four strategic pillars: Girl Education, SRHR, YEE and Protection. Our work is gender transformative and includes influencing work at national and sub-regional level.
Role Purpose
The purpose of the role is to ensure day-to-day management of the project and must be competent in managing all aspects from the Project Management Cycle, namely scope, schedule, finance, procurement, risks, communication, partnerships, quality implementation and human resources.
Management Scope, Reporting Lines, Key Relationships
Scope
- The post holder will report to the Programme Area Manager and is primary responsible for overall coordination and completion of Project activities on time, within allocated budget and within the scope. The incumbent will oversee all aspects of project implementation, set deadlines, assign team responsibilities, monitor and ensure development and timely submission of quality project reports.

- PA Senior Accountant: work together through regular project budget monitoring to ensure project budgetary objectives and key performance indicators are timely met.
- PA Procurement and Logistics Coordinator: work together to monitor project procurement plan performance, specifically to analyze the successful completion of acquisitions in line with Plan International’s procedures and donor regulations.
- Sponsorship Coordinator: coordinate implementation of project activities in sponsored children communities and development of SPAR.
External
- Local Government: work closely with local government institutions to ensure sustainability of Project interventions.
- Children and youth: involve children and youth in project implementation, monitoring and reporting, ensuring their views and opinions are integrated in the project implementation methodologies and approaches.
- NOs: ensure NOs are constantly updated on Project Progress, through submission of biweekly flash reports, sharing project implementation challenges and seek support from different Technical Advisers.

- Mid Contact: Occasional interaction with children.
Physical Environment
- Typical Office environment with 50% travel to project implementation sites and 10% to Country Office.
Accountabilities and main Work Activities
- Drive the planning and design of the project implementation strategy, methodologies and approaches, through development of Project Detailed Implementation Plan (DIP).
- Liaise closely with project partners and stakeholders to develop consolidated project plans.
- Implement the project with high quality (completion of Project activities on time, within allocated budget and within the scope).
- Recommend changes to the project scope, project schedule, and project costs to the upper management and adjust accordingly, observing donor and Plan International’s policies and procedures.
- Set deadlines, assign responsibilities to project team members, monitor progress of individual work plans.
- Develop and upload project annual, quarterly and monthly work plans and phased budget as per Project Management guidelines on SAP/Y.O.D. A.
- Prepare monthly quality narrative and financial progress reports for upper management.
- Monitor project performance work plan and budget through SAP/Y.O.D. A system.
- Anticipate risks involved in a particular project activity and managing these risks through structured approaches.
- Lead and facilitate project knowledge building and management in collaboration with MERL Specialist.
- Develop a project communication and gender and influencing strategy in close collaboration with CO Technical Specialists.
- Provide relevant project data to MERL Specialist in relation to Country Strategy MERL Framework and AOGD indicators.
- Lead the project team, including uploading of the performance objectives on SAP and conduct regular staff performance evaluation.
- Identify project staff development/training needs and provide support accordingly.
- Work closely with Sponsorship Coordinator, providing inputs and data for the development of SPAR.
- Working collaboratively with technical advisor/specialist in CO level for cross-cutting theme such as gender, influencing, inclusion, protection and safeguarding.
Safeguarding Children and Young People and Gender Equality and Inclusion (GEI)
- Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
- Ensures that Humanitarian Program staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies.
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team.
- Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Technical Expertise, Skills and Knowledge
Qualifications/ Experience essential:
Education:
- University degree in Project Management, Social Sciences, Communication.
Experience:
- At least a minimum of five (5) years of experience managing Child Protection in Emergencies programme interventions.
- Proven experience in Case Management, Family Tracing and Reunification processes, establishment of Child and Youth Friendly Spaces.
- Proven capacity to track project performance, specifically to analyze the successful completion of short and long-term goals.
- Ability to delegate project tasks based on junior staff members’ individual strengths, skill sets, and experience levels
Create and maintain comprehensive project documentation. - Establish and maintain relationships with project stakeholders, third parties/vendors.
- Proven experience in project and budget management, including management of project human resources.
- Demonstrated working experiences in providing communications functions preferably for project-based work.
- Excellent knowledge of accounting systems, information management and record keeping.
- Solid organizational skills including attention to detail and multitasking skills.
- High flexibility to adapt and implement emergency response projects.
- Excellent leadership, networking, stakeholder management and problem-solving skills.
- Excellent report writing and advanced knowledge of computer office software packages.
- Experience in the usage of office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
- Experience in web-based management systems and financial systems such as SAP is an added advantage.

- Fluency in English is required.
