Salary: 172,652.00 Mtn (Gross Monthly Salary) and 13th Month paid in December (pro-rata depending on start date)

Specif Objectives (Not Comprehensive)
Identify, plan and implement high quality and relevant WASH activities with a high coverage, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.
Function 1: Strategy development and policy compliance
The WASH Program Manager is responsible for:
- Taking the lead in defining the strategy in his/her technical sector of intervention;
- Implementing WASH activities in compliance with ACF’s Charter, strategic framework, sectorial policies, positioning papers, as well as with Mozambican ministerial regulations and international standards (SPHERE, WHO, etc.);
- Ensuring that the ACF WASH team and partner organizations supported by ACF have a clear understanding of the above mentioned standards and guidelines;
- Ensuring timely reporting to donors and authorities;
- Promoting integration of the WASH sector with other sectors, in collaboration with the Deputy Country Director;
- Mainstreaming cross-cutting issues (HIV, Gender and Protection issues, Disaster Management, Environment, Disabilities, etc.) into WASH interventions.
Examples of tasks:
- Define the operational guidelines for the implementation of the WASH strategy;
- Observe sectoral trends and developments at national and sub-national level and anticipate implications/opportunities for ACF in its area of intervention;
- Identify other WASH actors in the field and map out their activities in an effort to improve coordination and effectiveness;
- Participate in the annual strategic review of the mission;
- Gather, analyze and share relevant information in technical and operational strategy meetings.
Function 2: Needs assessment and project proposals
The WASH Program Manager is responsible for:
- Identifying, assess and document WASH needs among crisis-affected populations in his/her area of intervention;
- Taking the lead on drafting the WASH technical components as part of proposal development/project design.
Examples of tasks:
- Carry out need assessments (methodology, team training, field supervision, data processing and analysis, report writing);
- Work on program design, taking into account logistics, administration, other sectors of intervention, partners’ capacity and coverage, etc.;
- As part of project design, take the lead on developing logical frameworks, narrative project descriptions, budgets, work plans and procurement plans pertaining to WASH activities, in close collaboration with other departments.
Function 3: Design, implementation, monitoring and reporting of WASH projects
The WASH Program Manager is responsible for:
- Implementation of WASH projects in line with the associated logical frameworks, budget, work plan and ACF’s logistical and administrative procedures;
- Quality assurance in the implementation of WASH projects in conformity with the technical and project management standards of ACF;
- Sharing project information with his/her teams;
- Identifying the technical constraints hampering project implementation and proposing innovative technical solutions;
- Implementing the technical recommendations concerning his/her project provided by his/her functional technical advisor;
- Monitoring implementation by using ACF’s standard tools, and by ensuring regular presence in the field;
- Complying with visibility rules by donors and ACF;
- Timely preparation of the WASH components of external and internal reports relating to his/her projects;
- Identifying safety risks (e.g. at construction sites and/or during community-based work) and implementing safety measures to minimize those risks for both the teams and the local population;
- Monitoring and analyzing WASH programme indicators and ensure the availability of all means of verification;
- Monthly budgetary follow-up (BFU);
- Preparation of Project Procurement Plan;
- Coordinating with other sectors and departments within ACF in order to ensure rational use of resources and programme integration.
Examples of tasks:
- Comply with donors’ contractual documents;
- Train the WASH team on the use of project management tools, such as logical frameworks, budgets, etc.;
- Participate in the development of procurement plans associated with the procurement of WASH material/supplies;
- Develop and implement an M&E plan for the WASH programme;
- Prepare and submit monthly Activity Progress Reports (APR);
- Ensure adequate follow-up of WASH project budgets and take part in the monthly budgetary monitoring exercise;
- Engage in the planning of needs and resources with the Logistic and Finance Departments;
- Prepare reports for donors (intermediate and final) and for Government regulatory authorities as per needs;
- Order the materials necessary for the safety of sites, personnel and the wider population.
Function 4: Program quality and accountability assurance and impact evaluation
The WASH Program Manager is responsible for:
- Facilitating and taking part in impact evaluations of WASH interventions (external evaluation);
- Promoting and contributing to learning and program quality improvement (internal evaluation and joint visits);
- Implementing complaint and feedback mechanisms promoting transparency and accountability, particularly in respect of beneficiary populations;
- Ensuring that a double KAP survey is implemented (baseline/final).
Examples of tasks:
- Participate in drafting external evaluation ToRs;
- Accompany external evaluators;
- Formulate and set up joint monitoring visits (Program Managers, beneficiaries, funding bodies, other partners in the area);
- Implement the recommendations made as a result of internal and external monitoring and evaluations;
- Establish complaint and feedback mechanisms and respond to beneficiaries’ complaints within the framework of the established mechanism;
- Plan and organize a KAP surveys both at the beginning and at the end of every WASH project of one year or longer and on an ad hoc basis for shorter projects.
Function 5: External representation, sector-level coordination and partnership management
The WASH Program Manager is responsible for:
- Participating in donor visits whenever requested by the Deputy Country Director;
- Representing ACF at WASH Cluster meetings and ensuring coordination with other WASH actors, authorities and UN agencies in collaboration with the Deputy Country Director;
- Contributing to the assessment, selection and capacity building of partner agencies involved in WASH-oriented partnerships with ACF (local and international NGOs, national authorities, private companies, etc.).
Examples of tasks:
- Participate in external coordination meetings;
- Represent ACF at WASH Cluster and associated working groups;
- Identify potential partners and participate in partner assessment exercises to evaluate their capacity and support needs in compliance with ACF’s partnership policy;
Depending on programmatic activities and the type of partnership, support to partner organizations might include, but not be limited to:
- The design and implementation of WASH activities through the coaching and mentoring of their staff and by ensuring quality control of the intervention. Ensuring the use of appropriate techniques and materials for hygiene promotion and training;
- Monitoring the program budget through the submission of timely orders, the preparation of monthly forecasts and the monitoring of expenditure;
- Tracking activity progress against program indicators;
- Drafting and submitting internal status reports and external donor reports;
- Ensuring programmatic activities are carried out in compliance with humanitarian principles.
Function 6: Supervise and manage the WASH team
- The WASH Program Manager is responsible for:
- Determining team size and recruiting team members;
- Team management (leadership, monitoring, motivation);
- Appraisal of team members;
- Staff development.
Examples of tasks:
- Formulate and communicate human resource needs to the HR department for advertisement, including filling out and submitting recruitment requests and job descriptions;
- Participate in the recruitment of WASH staff (conducting interviews, developing and scoring tests, etc.);
- Organize and conduct team and one-to-one meetings on both a regular and ad-hoc basis;
- Developing and monitoring individual action plans for team members;
- Managing planning, ensuring a balance repartition of the workload and intra-team coordination;
- Prevent and manage conflict within the team by establishing a collaborative work environment;
- Conduct appraisal interviews with team members and fill out appraisal forms;
- Provide technical support to the WASH team in order to ensure quality implementation of the planned activities;
- Identify the WASH team members’ training needs and set up, organize and lead training initiatives;
- Request outside support for complementary training exercises (HR, Coordinator/HoD, partners, etc.).
Function 7: Knowledge capitalization, technical development and programme compliance documentation
The WASH Program Manager is responsible for:
- Capitalization of program-related data and documentation of any innovation tested in as part of the WASH programme;
- Dissemination of the technical and operational expertise acquired in the course of the program;
- Filing of all the WASH programme documentation required for donor compliance and potentially subject to future auditing.
Examples of tasks:
- Produce and internally sharing lessons learned reports by using existing formats;
- Compile and file all WASH programme compliance documents, including beneficiary and distribution lists, work completion reports, photographs, etc.;
- Write a handover report at the end of his/her deployment and file all the relevant programme documentation in digital form;
- Ensure that a media contents related to the WASH programs (photos, videos, audios) are shared with the communications department whenever needed/upon request;
- Contribute to the sharing of experience (end of mission account, interview, internet site, etc.) whenever needed/upon request.
Required Skills
Essential
Advanced skills in at least five of the following key WASH areas:
- Hydro-geology, Hydrology, Civil engineering and sizing of basic WASH structures (wells, reservoirs, latrines, showers), Hydraulics, Hydro-chemistry/water quality, Health promotion/public health, Community mobilization, Sanitation, WASH in emergency situations,Project-related statistical analyses and investigative techniques;
- At least 3 years of work experience in the implementation of WASH projects in the humanitarian sector;
- Command of project cycle management to EU standard (6 stages) and of OECD CAD/ACF methodological criteria for project execution;
- Working proficiency in English and Portuguese (or latin language).
Desired
- Knowledge of the ACF WASH intervention framework, including ACF strategies, WASH policy and manuals, sectoral training tools;
- Knowledge of the area of intervention and other ACF sectors of intervention (Nutrition, FSL, Mental Health and Care Practices);
- Familiarity with GIS, data analysis and water modeling software;
- Previous experience in country program startup;
- Experience in handling partnerships with national NGOs and provide capacity building to their staff;
- Complementary skills in: Geophysics, Drilling, Anthropology, Cartography.
