    Programm Description

    The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German company which offers worldwide service in the area of international cooperation for sustainable development. GIZ is primarily mandated by the Federal Ministry for Economic Cooperation and Development (BMZ), but it also provides services for other federal bodies, the governments of other countries, international clients, and private sector companies.

    The bilateral project “Supporting Climate Policy and Energy Transition in Mozambique” aims to strengthen the capacities of the Ministry of Land and Environment for evidence-based climate policy. The project is implemented in three areas of climate dialogue/exchange, climate data evaluation, and nationally determined contributions (NDC) reporting.

    The outputs aim to promote the participation of civil society, academia, economy and policy makers in the national climate dialogue and facilitate the scientific discourse to set evidence-based and data-driven NDC targets.


    Description of Tasks

    • Facilitate the design and steering of national/regional strategic measures for the energy transition, climate change adaptation, NDC revision and a low-carbon development pathway of the climate and energy sector;
    • Coordinate the professional exchange between relevant partners from science and practitioners, analysis and evaluation of relevant instruments to support the NDC 2025 revision process;
    • Development and implementation of workshops and trainings of capacity building initiatives on climate finance, climate adaptation and relevant climate data for evidence-based NDC reporting;
    • Organisation and coordination of national and regional dialogue formats, conferences, expert meetings, and technical events in the field of energy transition and climate change adaptation;
    • Management and coordination of national/international consultants, preparation of terms of references, supervision of work, academic analysis, quality assurance of work results as well as technical and content-related support of the team;
    • Planning, steering and implementation of communication and outreach activities;
    • Process management and development and implementation of project related activities.

    Requirements

    • Completed university degree (bachelor, master or higher) in natural, environmental or social sciences, geography, natural resource management, international relations or other comparable studies; with adequate work experience and proven credentials, a bachelor's degree is also applicable;
    • Relevant work experience in international climate policy, climate adaptation, climate finance or renewable energies. Expertise in cross-cutting issues (e.g., agriculture, forestry) in Southern Africa is an asset;
    • Several years of relevant expertise in the field of climate adaptation and energy transition, including planning, implementation and financing of adaptation and mitigation measures;
    • Extensive experience with high-level political dialogue formats, good intuition of political contexts and working in diplomatically sensitive contexts;
    • Content-related preparation of technical issues and further development and implementation of appropriate measures for a low-carbon development pathway of the national climate and energy sector;
    • Distinct analytical and conceptual skills with the capability to present complex contexts in a simple and comprehensible manner;
    • Excellent advisory, communication and management skills, ability to work in a team, good self-organisation and results-oriented work ethic, commitment to deadlines, gender competence, high level of initiative, ability to work with internal and external stakeholders;
    • Business-fluent in Portuguese and English with excellent written and spoken communication.

    Professional Experience

    • Minimum three to five (3 – 5) years of experience in the area of climate change adaptation and climate policy issues in a public, private or third sector institution.
    • Experience in multilateral and national governance and processes related to climate change or energy transition, working in an international environment and multinational team;
    • Knowledge of Mozambique’s context of national plans, strategies and policies related to climate change, NDCs and energy transition; experience of other national contexts are desirable;
    • Knowledge of gender mainstreaming in advocating, advising and supporting professional staff and in monitoring and reporting on progress. Dissemination of information and competence development, through training and seminars is an asset.
    • Excellent knowledge and relevant skills in the use of MS Software (Word, Outlook, Sharepoint, Excel, Teams, PowerPoint, etc.).
