The International Committee of the Red Cross (ICRC), based in Geneva, is a humanitarian organization that provides protection and assistance to people affected by armed conflict and other situations of violence. It employs more than 20,000 staff and is present in 80 countries. The ICRC regional sub delegation in Pemba is looking for a suitable candidate to fill the following vacancy: 01 Buyer .
Context
Buyer 1 supports the procurement process in a specific country in accordance with ICRC rules and regulations.
Job Description
PURCHASING
- Keeps and updates the purchase procedures and ensure that all relevant approvals are granted.
- Ensures that best prices for quality are obtained.
- Advise the requester on quality issues/differences.
- Creates and updates products analysis file.
- Determine relevant specifications per product.
- Prepares and negotiates with supplier’s terms and conditions on purchasing.
- Collects necessary validation signatures.
- Check the legal validity of the terms of contract.
- Liaises with suppliers, requesting departments and the Logistics Site & Country Managers.
- Follows up the purchasing process until the goods are delivered in the warehouse or on site.
- Ensures that proper PO files with all relevant documents are updated.
- Maintains a good filing system for Procurement Request, PO files, Suppliers files, Products files
- Keeps and updates “tableau de bord”: with activities, savings and anomalies indicators
- Respects and ensures the respect of ICRC purchasing procedures at all times
PLANNING AND NEGOTIATION
- Participates in the procurement planning with concerned department, warehouse and transport units.
- Liaises with transportation and warehousing functions of the LOG department to ensure smooth functioning of the supply chain process.
- Negotiates Frame Agreement if necessary, under the supervision of the Logistic Country Manager.
- Keeps purchasing procedures and files updated
- Receives orders from SRs STM on PEM LOG Services.
- Ensures Requisition Orders are validated before purchase.
- Checks out orders and processes them according to internal procedures.
- Provides logistical input and technical advice to requesters.
- Liaises with requester and suppliers under supervision of the Logistics Country Manager.
- Ensures that orders are delivered in time.
- Investigates, monitors and make recommendations in case of delayed supply chain processes.
- Monitors and follows up on claims and claims procedures.
- Establishes and maintains the documentation process for tracking and monitoring for each RO.
- Updates and close purchase files.
- Calculates the number of monthly POs and value for reports
SOURCING AND MAINTAINING SUPPLIERS
- Sources for appropriate suppliers, request quotations, ensure standard quality and shortest delivery time according to ICRC standards and regulations;
- Prospects new potential suppliers.
- Assesses suppliers in co-ordination with technical hierarchy.
- Selects and evaluates suppliers with the Head of Logistics.
- Maintains contacts and visits suppliers, confirming quality production lines, availability of Warehouses and stocks.
- Maintains and updates supplier’s database, product library and sample collection of WATHAB, building, electric and hardware items;
- Conducts market surveys according to the planning.
- Maintains contacts with the field for technical advice, ensuring the exchange of views concerning purchasing procedures, standard item selection and quality assurance;
- Creates and update products analysis file. Determine relevant specifications per product.
- Prepares and negotiates with supplier’s terms and conditions on purchasing.
Profile – Minimum required and Experience:
- Good knowledge of the local market(s).
- 3 years’ experience in a similar position.
- Good knowledge of and experience with financial rules, procurement procedures and supplier management
- High school diploma.
- Certifications in purchasing, procurement or supply-chain management.
- Confirmed technical skills in procurement.
- Computer proficiency.
- Good command of English.
