The Street Child Mozambique is hiring a Short Term Consultancy.

Organisational Context

Street Child is a UK based organization working to protect vulnerable children and improve access to education in some of the poorest communities in the world. Established in 2008 to start the work with 100 street connected children in Sierra Leone, we currently work in more than 20 countries across Africa and Asia combining development work and emergency response.

Our work is built around the child development and wellbeing and integrate education, child protection and livelihood. We deliver everything through local partners strengthen their capacity to have stronger civil society and sustainable outcomes.

Street Child in Mozambique is currently implanting a multisectoral project to work in Palma, Mueda, Balama, Mecufi, and Montepuez. Street Child and its partners, under the form of a consortium, provide child protection, MHPSS, education, and livelihoods support to both IDP populations and host communities.

We are pleased to announce an opportunity for qualified and experienced evaluation consultants or firms to express their interest in conducting the endline evaluation of our project.

Expression of Interest for Endline Evaluation

  • Project Name: Engage, Educate, Empower.
  • Project Duration: 1st Jan 2023 – 31 Dec 2023.
  • Project Location: Palma, Mueda, Balama, Mecufi, and Montepuez.

Scope of Work

The endline evaluation will assess the project’s impact, outcomes, and effectiveness in achieving its objectives related to child protection, livelihoods, and education. Key tasks and responsibilities of the evaluation consultant/firm will include:

  • Conduct a comprehensive review of project documents, including proposals, reports, and monitoring data;
  • Develop an evaluation plan, methodology, and data collection tools;
  • Collect and analyze quantitative and qualitative data from project beneficiaries, stakeholders, and relevant sources;
  • Assess the project’s relevance, efficiency, effectiveness, sustainability, and impact;
  • Provide actionable recommendations for program improvement and future interventions;
  • Produce a detailed endline evaluation report, including findings, conclusions, and lessons learned.

Qualifications and Requirements

To be considered for this opportunity, evaluation consultants or firms should possess the following qualifications:

  • A proven track record in conducting evaluations of humanitarian projects, particularly in the areas of child protection and education;
  • Demonstrated expertise in both quantitative and qualitative research methods and data analysis;
  • Familiarity with the context of Cabo Delgado;
  • Excellent communication and report writing skills, and proficiency in Portuguese and local languages spoken in Cabo Delgado;
  • A commitment to impartiality, neutrality, and the highest ethical standards.

  • Detailed curriculum vitae or firm profile.
  • Proposed evaluation methodology and timeline.
  • Sample(s) of previous evaluation reports (2 samples, online or by email).

Evaluation Timeline

  • Expression of Interest Deadline: 20th Oct 2023
  • Interviews (if necessary): 23 to 25 Oct
  • Contract Award: 25th to 28th Oct
  • Evaluation Period: 6th Nov 2023 – 6th Dec 2023
  • Submission of Evaluation Report: First draft by 6th Dec, the final draft by 18th Dec 2023

Compensation

The compensation for this consultancy will be determined based on the qualifications and experience of the selected consultant or firm starting from 1.000.000,00 MZN. This amount include all the costs inquired by the consultant to conduct the evaluation. For inquiries or clarifications regarding this expression of interest.
