Job Posting: Senior Contract Administrator

Role:

  • Assist Operations Manager, Operation Support Manager, Contract Administration Coordinator and Operations Teams in the management of Operations and Asset Departments Contracts in compliance with procedures and guidelines;
  • Provide general contractual / commercial advice for the Operations Teams members;
  • Provide necessary assistance in contractual negotiation and dispute resolution. Liaise with Procurement and / or Legal Department with reference to significant Contractual / Commercial issues;
  • Liaise with Operations Teams to anticipate changes and together with Cost and Planning;
  • Ensure compliance with ERP, EDMS, and Coral FLNG S.A. internal procedures and processes;
  • Assist and support contract compliance review and audit activities and ensure implementation of audit report recommendations by the teams involved;
  • Provide feedback on lessons learnt from Contract Administration activities;
  • Responsible for contract administration right from kick-off meeting / contract hand-over from procurement department through till close-out of the contracts.

Main Responsibilities:

  • To support the CHs, Contracts Administration Coordinator and Operations Teams with pre-award (PR preparation and support during procurement activities) and post-award contract management activities; • To ensure proper contract hand-over from procurement department;
  • To ensure the monitoring of the spend against the ACV and, if this needs to be increased, activate the contract amendment process;
  • To verify that the Contractor has supplied all the documentation required under the contract to ensure compliance with contractual obligations, continued professional/technical competence, insurance policies, guarantees and subcontract authorizations, making sure that these requirements continue to be met for the duration of the contract;
  • To check compliance with and monitor ongoing fulfilment of all contract requirements (including HSE requirements), with the support of the relevant support functions; • To promptly report to CHs and Contracts Administration Coordinator or Operations Teams members any anomalies and/or disputes arising during the execution of the contract, with particular reference to compliance with regulatory and contract requirements, also to enable the issue of appropriate feedback; • To maintain contact and manage correspondence with the Contractor, ensuring traceability and involving other functions as applicable;
  • Prepare contractual correspondence and keep log of all correspondence in assigned work packages;
  • Manage and follow through all payment milestones claimed by contractors, including verification and archiving of supporting documentation;
  • To manage auxiliary contract documents such as insurance, bank guarantees, project execution plan, interim, provisional and final acceptance certificates;
  • Participate and contribute in weekly, monthly, and quarterly meetings (both internal and with contractors);
  • Maintain update records of correspondence and all logs for payment, correspondence, variation, amendment, insurance, and bank guarantees;
  • If foreseen in the contract, transmit the duly authorized Call-offs (or Work Orders) to the Contractor, to trigger the execution of the services/work or the delivery of the requested goods;
  • To analyse any requests for changes to the contract, liaising with Procurement as required;
  • To carry out the relevant checks on Variation Order Proposals and prepare the Variation Orders, including Amendments;
  • To ensure timely approval of Call-Offs, Service Entries and Good Receipts in SAP;
  • To manage any disputes/claims arising during the contract execution, in particular verifying their admissibility under the terms of the contract;
  • To verify the applicability of any penalties or volume discounts provided for in the contract;
  • To prepare the feedback form for performance evaluation of the Contractor;
  • To file all documents related to the management of the contract;
  • Proper commercial Close-out of contracts and issue provisional, final acceptance certificate;
  • Proper Handover of the contracts to Operations;
  • Perform additional tasks, as required by the nature, specificities, and operational requirements of the Company.

Qualifications and Experience:

  • Bachelor’s Degree in quantity surveying or Engineering Discipline or supply chain management or Business Administration;
  • Minimum of 10 years’ experience of which a minimum of 7 years as a Contract Engineer / Contract Administrator involved in the preparation, negotiation and administration of a broad range of complex technical contracts (including Operations and Maintenance) with the attendant knowledge and experience of commercial, insurance and legal issues is essential;
  • Experience in working with a Major Oil and Gas company.

Competencies:

  • Mathematical ability to perform estimates of final costs, delivery dates, fractions, percentages, ratios, and proportions to practical situations;
  • Ability to read, analyse, and interpret common scientific, technical, financial and legal documents;
  • Knowledge of project management and particularly earned value progress measurement, risk and opportunity management;
  • Ability to effectively present information to top management and project group;
  • Ability to respond to common inquiries or complaints;
  • Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics etc.;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardisation exists;
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form;
  • Ability to handle multiple contracts simultaneously;
  • The job holder shall be fluent in English.
