Proposal Writer and Resource Mobilization Specialist

 


ADPP Mozambique is hiring a proposal writer and resource mobilization specialist for Maputo.

About or charge:

The candidate will be part of ADPP’s National Partnership team, which is responsible for planning and executing fundraising strategies to secure financial support for ADPP’s programs, projects, and development initiatives.

 

ADPP is expanding its work in the area of Sustainable Agriculture and Environment, which covers a wide area: From encouraging the organization of smallholder farmers, fishers and other producers, with the aim of improving livelihoods, through the production of cash crops, increasing diversified production and productivity. Programmes that include building the capacity of farmers, fishers and other producers to increase resilience to climate change by learning climate-smart technologies and practices. ADPP’s expansion also includes increasing its work on biodiversity and coastal ecosystem conservation, empowering local communities as key players in safeguarding sustainable land and seascapes.

 

The applicant should have experience in proposal development and proposal writing, which also involves developing and pursuing fundraising plans leading to new opportunities and preparing competitive calls.

 

Applicant must have the ability to lead, develop and coordinate negotiations with funding partners and often with consortium partners and/or partners, CBOs and other NGOs or subcontracted providers and, above all, with the government and aligned with government at national, provincial and local levels and where necessary, prepare and conduct rapid assessments on the ground.

As a successful candidate, you must be motivated, highly organized, and able to juggle multiple priorities at the same time and be a good “team worker” also the same position requires being fluent in writing and speaking Portuguese and English.

 

Responsibilities:

  • Analyze new partnership opportunities;
  • Perform all necessary steps to develop highly competitive strategies for the opportunities;
  • Gathering necessary data and information, mapping, and establishing measures for successful proposal development;
  • Lead negotiations and proposal writing for these opportunities;
  • Create new strategic opportunities, carry out the necessary research, collect relevant data and insights to develop the relevant content of the proposals, to be negotiated with identified funding partners;
  • Development of agreements of agreements / sub agreements with partners;
  • Preparation and participation in relevant meetings of donors, partners and stakeholders;
  • For approved proposals, prepare delivery documents for the project team. Support and accompany during the project start-up period of 3 to 6 months to ensure a successful transfer.

Experience sought:

  • Strong ability to develop and write proposals;
  • Ability to handle the entire proposal development process in a systematic manner;
  • Minimum of 5 years of experience where having led the entire proposal process from start to finish with the delivery of proposals for e.g.; U.S. government, EU, World Bank, Global Funds (climate adaptation and/or mitigation) and/or other partners – funding organizations. You must submit a list of at least 7 proposals submitted under your leadership with the following details: 1) Information on the value of each proposal, 2) type of proposal (technical and specific focus areas), 3) Source of the fund (donor), 4) size of the team involved in the preparation of the proposals, and whether the proposal: 5) was approved or not;
  • Results-oriented with strong analytical and strategic work skills;
  • Excellent writing and communication skills in English and Portuguese;
  • A good understanding of government policies and structures and the ability to obtain relevant information in this regard when necessary;
  • Previous experience in project management would be an advantage;
  • Able to work under pressure without compromising the work environment and productivity;

Required Qualifications:

  • Minimum of a Bachelor’s degree in international development or a master’s degree in the same area or related;
  • Technical training and interest in professional knowledge in some of the following areas: Community development, agricultural development (animal husbandry, fisheries, forestry and other productions, value chain and market development, food and nutrition security, climate-smart agriculture, regenerative agriculture, natural resource management, water management and climate-smart technologies, resilience to climate change, including adaptation and mitigation, biodiversity, renewable energy, carbon credit market, agri-trade, agro-services, agribusiness, agro-processing, entrepreneurship development with specific job creation for youth and women.
