Job Responsibilities and Accountabilities

Overall job purpose

The responsibility of the Safety and Security Manager is to lead the implementation of the security management framework within the particular JIA field mission, providing operational support to the Head of Mission (HoM) and local project offices. This role is also responsible for supervising the Security Officers and Radio Operators.

Tasks

Strategy and Vision

  • Actively supports the values of Johanniter and shapes his/her work according to these values.
  • Contributes to the development and implementation of the global strategy of Johanniter International Assistance in his/her area of responsibility.
  • Supports the implementation of the country strategy in his/her area of responsibility in line with the global JIA strategy.
  • Supports the development of an organisational culture and leadership that addresses power relations and privilege, promotes diversity and inclusion, and encourages continuous self-reflection.

Safety and Security Management

  • In coordination with the Head of Mission and Global Safety and Security Advisor, develop, implement, and maintain comprehensive security policies and procedures tailored to the conflict zone, ensuring alignment with both organizational and local requirements.
  • Conduct regular security risk assessments in all operational areas, identifying threats and vulnerabilities to ensure the safety of staff and assets.
  • Support the Head of Mission in the country and field offices response to security incidents, including evacuations and crisis management, ensuring staff safety and clear communication with headquarters.
  • Track and analyze security trends, prepare regular reports for leadership on risks, incidents, and mitigation strategies, including updates on any evolving threats.
  • Develop and regularly update contingency and evacuation plans, ensuring they are practical, well-communicated, and rehearsed among staff.
  • Oversee physical site security measures at all project locations, conducting security risk analysis and site security inspections.
  • Coordinate secure travel arrangements for staff, including route planning, security escorts, and vehicle safety checks, especially for high-risk areas.
  • Ensure organizational compliance with both local security regulations and donor security requirements, including conducting audits and revising security protocols as necessary.

Communication, Liaison, and Networking

  • Establish and maintain effective relationships with local security networks, government authorities, and other NGOs to stay informed on the security situation and facilitate collaboration.
  • Acts as a local liaison and access focal point to establish cooperation with local actors like INGOs, community leaders, and governmental institutions for security related issues.
  • Ensures regular communication on security issues, contributing to an ongoing awareness of the security agenda at all levels of the field mission.

Staff Training & Awareness

  • Provide security training and regular updates/inductions to staff personal security and safety measures, field safety and security plan, safety and security guidance, risk mitigation, ensuring that all staff understand and adhere to security guidelines.

Safeguarding

  • Contributes actively to the implementation of the JIA Code of Conduct.

Person Specification

Professional Qualification and Experience:

Essential:

  • Bachelor’s degree in International Relations, Political Science, International Development, Anthropology, Law, Sociology or equivalent in experience.
  • Formal security qualification or advanced security management training is an advantage.
  • 3-5 years’ experience in safety and security with a humanitarian or development non-governmental organization, ideally at CO and field level.
  • Experience in security risk management standards, conducting security assessments, and implementing security management systems and protocols.
  • Experience in providing training for non-security staff.
  • Demonstrated understanding of the cultural environment in the area of operation.
  • The ability to respond positively to challenges and to find creative and innovative solutions to problems.
  • Fluency in English and Portuguese.

Desirable:

  • Experience in security management and access negotiations in conflict settings is desired.
  • Experience in working in high-risk contexts is an advantage.
  • Knowledge of local languages is an advantage.

Skills

  • Proactive and anticipative working style; effective in dealing with ambivalent situations.
  • Highly developed interpersonal and communication skills including diplomacy, negotiation, and the ability to work with staff from diverse backgrounds and cultures.
  • Excellent planning, coordination, and reporting skills.
  • Excellent Team Player.
  • Ability to deal with conflicts, manage resistance, being able to remain focused, cope with frustrations and work with a minimum of supervision.
  • Willingness to travel inside the particular project country, even under difficult security conditions.
  • Willingness to work irregular hours, work on weekends.
  • Fluent in Portuguese and English. Additional local languages are an advantage.
  • Working knowledge of GIS applications and General IT-literate.
