Action Against Hunger is a recognized humanitarian association as public utility and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food safety and livelihood, water, hygiene and sanitation and mental health and care practices.

  • Contract duration: 1 year
  • Receiving base: Pemba  (Flying Manager – Pemba and Mueda)
  • Availability: Imediate
  • Special Conditions: Position available for all Mozambique
  • Remuneration: 172,652.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)
  • Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves

Objective

  • Supervise Finance Team at Field office level providing management and technical supervision. To ensure accuracy in the accounting data and timely reporting to coordination, in accordance with the procedures defined for the mission and within the financial management framework of ACF.

Specific Objectives (Not Complete)

Mission 1: Financial Management of the Field office & Sub-Office

  • Implementing and ensure their application of all internal finance process;
  • Submitting financial reporting to coordination in a timely manner, after review of the ledger imputation and supporting document;
  • Supporting any request for information or supporting document link to audit purpose;
  • Ensure that all financial transaction are done in compliance of ACF charter and local legislation;
  • Supervising the checking of invoices and ensuring that they are archived according to ACF procedures;
  • Providing financial validation on Procurement request according to his level of responsibility and internal procedures.

Mission 2: Supervise Finance Team of the Field Office & Sub-Office

  • Organizing/dispatching daily task/priorities of the finance team allocated to field office and sub-office;
  • Organizing regular staff meeting with the finance team of the field office and sub-office;
  • Taking part in the recruitment of the finance team members;
  • Working out and monitoring individual action plans for team members;
  • Facilitating  appraisal interviews for team members and providing technical support to the teams;
  • Organizing leave plan.

Mission 3: Cash Management of the Field Office & Sub-Office

  • Providing a monthly cash forecast to coordination according to internal timeline;
  • Ensuring coordination of internal cash transfer, between Field office and with coordination, to ensure the daily need to implement project will be cover;
  • Providing financial validation for any cash movement (bank or Petty Cash);
  • Being the focal point with the bank for any need.

Mission 4: BFU Focal Point of the Field Office & Sub-Office

  • Leading the BFU update process, means;
  • Organize regular training on the tool for new program team or for refresh;
  • Organize monthly meeting with PM & Field Office management to share monthly update and analysis from coordination;
  • Organize monthly update of the expense plan with program team;
  • Providing forecast updated file on monthly basis to coordination;
  • Giving analysis and guidance to Field Co & Deputy Field Co as per request.

This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be added, according to the activities and after validation by the Superiors.

Diploma/ Level of Study

  • Higher diploma in Business Administration or Finance;
  • Professional certification in Accounting or Finance would be an added advantage.

Experience

  • At least 3-5 years’ professional experience in a financial or accounting function for NGOs (accounting, treasury and budget management, knowledge of donors’ guidelines, internal audit process);
  • Experience in communicating financial results to managers;
  • Experience in personnel management and support.

Required Competences

  • Advanced computer skills;
  • Knowledge and experience of SAGA accounting software;
  • Proactivity; Professionalism, good interpersonal skills and good command of English;
  • Coaching, training and staff development skills.
